It's been a while since I've seen a caboose. They used to be at the rear of trains back in the day. This train was a local transfer. Meaning it's not a mile-long train, and they transport from one yard to the next.
I thought the CP train had to protect the crossing. If a crossing malfunction is called in, the conductor must protect that crossing, either by lighting a flare or holding a flag while the train creeps across. https://youtu.be/8G9jkqLyLlw?si=Gt2dXSRI3N1EbHSl
