Uncovering Electoral Anomalies: Analytical Insights

Using the method of mathematician Sergei Shpilkin, we estimated the share of “anomalous” votes in the last election. We used data based on the results of processing 97% of the CEC protocols collected by the Nevybory channel.

Excluding electronic voting, 74.5 million voters took part in the elections. 64.7 million of them, according to the CEC, voted for Putin.

It follows from our analysis that Putin received at least 31.6 million votes through fraud, meaning that about half of the votes for him were thrown in.

This is a record level of voter fraud in a Russian presidential election. There was so much falsification that it is almost impossible to identify the range of “honest” votes using statistical methods.

The Shpilkin method reveals how many votes were “added” to the winner through ballot stuffing and rewriting of the final protocols. It does this by comparing the distribution of votes for different candidates with the turnout at each polling station.

If the election was fair, the distribution of votes for the leading candidate and all the other candidates should be identical, i.e. they should differ only in absolute value due to the different number of votes, not in form. However, a throw-in for one of the candidates affects the distribution: it increases both the turnout and the result.
