Outside what seems like a parking garage is a mural. Drawn on it is a fox and a rooster. One can assume the drawing on the mural represents something, probably a place where foxes and roosters are kept or holds a history, or maybe just an art with no significance attached to the surrounding. If this is art, it tells more about the house owner as a lover of animals, specifically the fox and rooster, and also a lover of art.
A few meters away is a signboard with "kiss and ride, and parking" written on it. This makes me believe the place in the image is a car park, and that the buildings are various departments.

Story For years, the ministry of agriculture in Flora town remained bushy with no proper maintenance. No one really cared as long as they had work to do. But that didn't sit well with Philip the new director, he believed beautiful surroundings were part of a good working environment. Constructing a car park and cultivating horticulture were one of his first projects.
After the first project, he thought of a mural that would capture the name of his department without actually saying it. Fox-rooster, he thought, and all he could think of was a fox and a rooster drawn on the Mural. At first he had thought it was a bad idea until the artist was done with the painting.
The place became a site of interest to workers who appreciated the beauty that was added to the surroundings.
