The film opens with one of our main characters of the movie Thaddeus Ross, who is now elected President of the United States, a power shift that sets the tone of the movie into a political one.

Then we find ourselves in an early mission with Captain America and his ally, Joaquin Torres, who is acting as the new Falcon. They are sent to intercept an illegal deal of the powerful metal (adamantium) that was stolen from the remains of a giant Celestial’s body on Celestial Island.

This theft and deal begin to reveal that there is more at stake than one bad guy, there is a broad conspiracy involving mind-control, hidden agendas, and a war brewing between nations over resources.

Sam attends a summit at the White House but things go wrong when a friend of Sam’s, a former super-soldier named Isaiah Bradley, is triggered into violence and blamed for an assassination attempt. Sam believes something more is happening behind the scenes.

As Sam digs into the mystery, he uncovers that Ross’s ambitions for dealing with the adamantium, including negotiations with Japan and the villain behind much of this is Samuel Sterns, who was once imprisoned by Ross and now uses technology, mind-control, and political unrest to destabilize the system.
