He oversees everything and controls them.
According to Bro Eli, the Fate of man is not controlled by God in a way that humans are left without choice or accountability. God gave humanity free will and the power to choose between good and evil, obedience and disobedience. In disobedience there's a penalty, making us to realize that God is God of mercy and love. He will not just let us do whatever we wish to do and perish. There's always a warning, that's why whenever we disobeys, we face the consequences because we were warned before hand. Warning implies that God does not want us to be lost to eternal condemnation. Deuteronomy 30:9 says:
I call heaven and earth to record this day against you, that I have set before you life and death, blessing and cursing: therefore choose life, that both though and thy seed may live.
This bible passage shows that man was given the power to choose. God gave us opportunities, instructions and consequences. But the decision to obey or disobey him remains ours.
Now the answer to this question "Is man's fate controlled by God? Is "Yes". God has control over our fate if we are going to be submissive to him, obey his commandments and follow his teachings, he will take control over us and grant us eternal life. But if we are going to disobey God and take control of ourselves, then our destiny will depend on our action.
