This simply means that Paul intended to do good things but he kept on doing evil which he couldn't stop until he met with the saviour Jesus Christ. Paul kept on doing those evil things because sin was still dwelling in him which prevented him from doing the good that he intended to do, not that he wished to be doing things. However, a lot of people wish in their mind to stop doing the evil things that they are doing but they do not know how to stop it. To stop those evil things, you need to reject your sinful ways and turn to God, that is when God will forgive you and you need to go for baptizing for your sins to be washed away. After Paul who was formally known as Saul met with the Lord Jesus Christ on his way to Damascus, he confessed and forsake all his sins then he went for baptism. Paul was renewed by the power of the holy ghost and God him his Mercy. So, that is the summary and the way out.
