The issue of paying of tithes and not paying of tithes has been a topic of discussion among believers of today, but the holy book has already given us the clear understanding about it.
When we look at the old testament during the era of Moses, the commandment of tithing was very important to the Levits and they must bring ten percent of their income either produce from their farmland and even their livestock before the Lord as offering.
>Leviticus 27:30; "A tithe of everything from the land… belongs to the LORD; it is holy to the LORD.”
During that era, the tithe was to support the Levits who are working for God and they have no inheritance or farm to cultivate on. So the tithe was used to support them. And part of that tithe was used in maintenance of the Holy temple.
>Numbers 18:21; “To the sons of Levi, behold, I have given all the tithe in Israel for an inheritance, in return for their service which they perform, the service of the tent of meeting.”
But In the new testament, God has died for our since which has made the old thing to pass away and we have become his holy nation and royal priesthood which means there's no more Levits and not compulsory or by force to be paying the ten percent that they were paying before, but you can give as the lord God has blessed your pocket.
