60.933 Hive will be sent to @hivephtips for additional dividends for delegators that have delegated more than 7 days. The value also includes the delegation rewards hiveph received from delegating to hivephilippines.
For budget not spent for the entire month and previous months, it's all intended to be distributed in bulk for some future purposes and maybe reallocated to some other thing as the need arises. It's better to just keep it still than spend it just because there is something to spend.
