This Auragraph says that the Querant, at some time in the past, allowed a fear to calicify in her psyche, until it became a ferocious dragon, and by allowing this fear to go unexplored, she is preventing the transformation that her subconscious wants to happen to be manifested. In order for her to bring into being, that which is her calling, she will have to go into her past and allow the Phoenix to rise from the ashes and burn out the fear and transform it so that she can be free to carry her message into the world. The Dragon and the Phoenix have the same source - their tails are the same, but one is stuck in the subconscious realm as a transformative being and the other has manifested in the conscious realm, as the fear. She must do the Shadow work in order to bring the 2 together so she can move forward.
