If you’re in Cebu City and looking for a place where you can slow down, breathe, and just take everything in — let me share one of my favorite finds: TOPS, also known as Tops Lookout or The Circle at TOPS.
It’s a viewpoint high up in the mountains in Barangay Busay, offering panoramic 360° views of Cebu City, the surrounding towns, and islands, like Mactan, especially beautiful at city lights at night.
I first heard about it as “overlooking view sa Busay”— a spot that people say is best at night. Of course, my curiosity got the best of me, so I decided to finally see it for myself. And honestly? It was one of those moments that made me appreciate Cebu even more.
The moment we got there, we passed through this huge open hall — and just like that, the entire city was right in front of us. It was breathtaking. The air was chilly too, the kind of fresh, mountain-cold breeze that instantly makes you feel lighter. No wonder people keep coming back.
And yes, I didn’t waste any time — phone out, camera on. I just had to capture the view (although I’ll admit, no photo could ever do it justice).
Since I was already in Cebu City, the easiest route for me was through IT Park in Lahug. From there, you can hop on a shuttle straight to TOPS. For only ₱200, you already get a roundtrip ride plus the entrance fee — super hassle-free because you don’t have to think about parking or finding your way back.
If you’re more of an adventure-seeker (and budget-conscious), you can also take a jeepney to JY Square, then ride a habal-habal (motorcycle) uphill. It costs about $2–₱3 one way. Just a heads-up: the ride is zigzag and steep — fun for some, a little nerve-wracking for others. huhu
And of course, there’s always the comfort option: Grab or taxi. But be ready to shell out around $10-$12+, depending on the traffic.
I just want to share some tips for commuting! • If coming from places like Fuente / Rob-Fuente, you can take a jeep (route 17B, 17C etc.) to IT Park, then from IT Park take the TOPS shuttle. • The TOPS shuttle runs every 30 mins from IT Park/JY Square. Last trips may be early morning (some reports say up to ~3 AM return) but always check actual latest schedule. • If using private car, follow “TOPS Cebu” or “Tops Lookout” in Waze / Google Maps; there is parking (car & motorcycle) — small parking fees
And yeah, we already arrived at our destination. Once you’re up there, the first thing that will welcome you is the cool breeze. Coming from the hustle of the city, it feels like an instant reset.
We arrived in time about 8pm, and wow — Cebu gave us a show. The sky turned shades of orange and purple, and when night finally fell, the city below started twinkling with lights.
You can see Cebu City, Mandaue, even parts of Mactan. On a clear night, the view stretches even further.
I even caught sight of fireworks while I was there. Sadly, I was too mesmerized to snap a photo — sometimes the best moments are the ones you just keep in your memory.
Of course, my friends and I didn’t miss the chance for a group photo. We each found our own perfect angle with Cebu’s skyline as the backdrop. Ah, Cebu — you’ve really captured my heart. 💙
By the way, TOPS has been renovated recently. They now have a new viewing deck called SKAI360°, a multi-level spot where you can enjoy 360° views of the city and sea. They’ve also added cafés and restaurants, so you can sip coffee or grab a bite while soaking in the view.
Ofcourse as one of the tourist spot, there's no free. hehe. We spent for the following cost: • Entrance fee: $2 per person (if you’re bringing your own car or taking a taxi/habal-habal) • Shuttle (IT Park to TOPS, roundtrip + entrance): $4 per person • Parking: Around ₱20-₱50 • Food/Drinks: Depends where you eat, but they’ve got several dining options now.
Why I loved this is one of the books, for the view and the experience is definitely worth it.
What I loved most about TOPS wasn’t just the view — it was the feeling. Standing up there, looking out at the wide horizon, makes your everyday worries feel so small. It’s peaceful, romantic, and also a perfect spot for just hanging out with friends.
If you’re planning a visit, I’d recommend going in the late afternoon until evening. That way, you’ll get the best of both worlds — the golden sunset and the sparkling night view.
TOPS Cebu isn’t just another tourist spot. For me, it’s a place where you can pause, breathe, and see the city from a whole new perspective.
