Spending Bill Congress Just Passed Contains Restrictions Making It Almost Impossible For Trump To Build Wall 
On Wednesday, the House and the Senate both passed a massive 1,159 page spending bill that they were given less than 24 hours to read. There was a concerted effort by the leadership of both parties to rush this bill through before the American people could be mobilized to oppose it. We are being told that this spending package represents a compromise, but as you will see below, the wording of the bill is so restrictive that it is going to make it just about impossible for President Trump to get anything built on the border. At this point, I think that Trump is counting on declaring a national emergency in order to get his wall built, but the moment he does that the Democrats plan to tie him up in court indefinitely.

WATCH: President Trump Says He Expects the 9th Circuit Court to Block His National Emergency Declaration 
President Donald Trump said on Friday that he is expecting the Court of Appeals for the 9th Circuit to block his emergency declaration to build the wall — but that he will take it to the Supreme Court where he believes that he will win.
While the president was open about expecting to be sued for the National Emergency, he said that he believes the declaration will “get a fair shake” in the Supreme Court.

As it turns out, there are currently 31 ongoing national emergencies over which the president wields certain authorities, the first of which has been in existence since 1979 and is one of only two emergencies declared by Carter.
There were a total of six national emergencies during former President Ronald Reagan’s tenure, as well as four more during the administration of former President George H.W. Bush, all of which have ended.
Former President Bill Clinton declared 17 national emergencies — six of which remain in effect — while former President George W. Bush declared 12 national emergencies, of which 10 remain ongoing.
Then we get to former President Barack Obama, who declared 13 national emergencies, 11 of which continue to this day. Thus far, President Trump has declared three active and ongoing national emergencies.
