No more upvote comment, only random upvote to followers!

For now on, we will stop upvote link in comment as I am a bit busy in real life and some of our staff are really busy with their life too so ...

We will only give random upvote to the followers as it run by the Bot.

And, I still do manual curate to the followers as usual ...
