The existence of a human population without heads, which we otherwise know as government, always results in anarchy. This is why a large percentage of the human population has subjected themselves to the heads of the respective countries, submitting some of their rights as well as subjecting themselves to the rules of their states.
Things would have been utopian, but injustice reigns supreme with people at the helm of affairs using different interpretations for the same rules, depending on who the culprit is. It appears some people have been touted to be above any law that is made.
