it’s basically one of the usual vaping things that allow you “burn” product. these modern day ones take a certain type of “cartridge” and are interchangeable so you can use them on a stalk one, or the flat/stubby one like this. Either way, it’s a great delivery system and reasonably cheap in the grand scheme of things.
